MAHAJANGA – Appointment of Fokontany Chiefs Sparks Protests

The Prefect of Mahajanga has confirmed the appointment of new Fokontany chiefs, a decision by the Ministry of Interior and Decentralization that has now come into effect across Madagascar.

The move has caused significant unrest in Mahajanga. Protests erupted in several neighborhoods, including Tsaramandroso Ambany, Mahavoky Avaratra, Manjarisoa, and Tanambao Sotema, following the replacement of incumbent chiefs. Residents demonstrated last Saturday and Monday, demanding elections instead of appointments. They displayed banners stating they do not want new leaders imposed upon them and are calling for their democratic choices to be respected.

“We do not want someone who doesn’t even live here. Organize a transparent election; we will always choose our own president,” protesters declared. They questioned why deputies were appointed instead of holding new elections, emphasizing their desire for leaders chosen by the community.

Mahajanga Prefect Nicolas Rabenandrasana defended the decision on Monday, stating, “The appointments follow thorough consultation and are based on Law No. 2026/797. They comply with regulations, specifically the amended Article 5 of Decree No. 2009-890. The Fokontany chief is now appointed from among state agents residing in the area. We have received numerous complaints regarding some former chiefs—some were unable to perform duties due to health, others were involved in corruption regarding administrative documents, and some had been in power for decades.”

This administrative measure is described as transitional, pending future national consultations. Instructions issued on April 9 mandate the establishment of Fokontany committees led by an appointed chief and deputy to ensure administrative continuity. No elections are currently planned.

Candidates for these roles must reside in the respective Fokontany, be literate, possess good moral character, and demonstrate aptitude for local management.
