The Diana region and the municipality of Zhanjiang, in the People’s Republic of China, are initiating a rapprochement focused on economic exchanges, sharing of expertise, and the development of their respective potentials. A first step was taken with the signing of a letter of intent, a prelude to more in-depth technical discussions.
A delegation from Zhanjiang, led by Vice Mayor Wu Guoxiong, visited Antsiranana to meet with officials from the Diana region. At the heart of this initiative is the establishment of decentralized cooperation between the two parties, which share several geographical and economic characteristics, particularly their maritime access and potential for maritime development.
This visit follows a dynamic initiated last May and marks a first step in materializing exchanges. The initiative stems from the visit of the Chinese Ambassador, Ji Ping, to the Diana region, during which he explored various districts to discover their economic potential. Convinced of the prospects for cooperation, he worked to bring the actors from both sides together, paving the way for the Chinese delegation’s visit to Antsiranana.
The two parties presented their respective assets and explored potential areas for partnership. The discussions led to the signing of a letter of intent regarding the strengthening of exchanges and cooperation. The document was signed by the Regional Chief, Brigadier General Louis Francio Marovavy, and the Vice Mayor of Zhanjiang, Wu Guoxiong. This signature constitutes a preparatory step, with technical teams now set to continue discussions to define the axes of collaboration.
Three priority sectors have been identified: agriculture, fisheries and the blue economy, and education. In the agricultural and fishing sectors, the focus is on local product processing, such as cocoa from the Ambanja region and various fruits. The educational component includes possibilities for cultural cooperation and student exchanges. Tourism was also mentioned, with Chinese investors showing interest in hotel projects in the region.
The signing ceremony took place in the presence of the Minister of Fisheries and the Blue Economy, Professor Jean Maharavo. At this stage, the partnerships remain at the level of intentions and preparatory discussions.
