Bicycle taxis are currently parking along the roads in the capital, despite being unauthorized to operate as passenger transport services. Several areas in the capital, including Anosy, Ambohidahy, Ankadimbahoaka, Isotry, and Ampefiloha, have turned into parking spots for these vehicles. Some drivers even manage to enter Analakely, despite the ban.
However, in a statement released this weekend, the Urban Commune of Antananarivo (CUA) reiterated that “bicycle taxis, cycle rickshaws, and tricycles are not authorized to operate passenger transport activities within the territory of the CUA.” Aware of this prohibition, some drivers attempt to evade checks. They monitor their surroundings and disperse as soon as they spot municipal police. Others ride at high speeds to avoid being stopped.
“I know I am not allowed to operate here, but we keep an eye on the surroundings and disperse when municipal police are nearby,” says Tojo Rabefarihy, a bicycle taxi driver in Anosy. He also admits to having limited knowledge of the Highway Code: “I drive based on my basic knowledge of traffic rules.”
The presence of these bicycle taxis in busy downtown areas could disrupt traffic and increase accident risks, especially in sectors where vehicles travel at high speeds. Like any road user, their drivers are required to respect the Highway Code.
The municipality thus reminds that these means of transport cannot be used for public passenger transport in the capital.
