The selection process for Madagascar’s fuel supplier for the first half of 2027 is underway. The Malagasy Office of Hydrocarbons (OMH) plans to launch a call for expressions of interest this Monday, marking the first step in the process. Following the reform of the law governing the downstream petroleum sector, the selection of the trader responsible for importing fuel for the Malagasy market now falls under the jurisdiction of the OMH, rather than the Group of Petroleum Companies of Madagascar (GPM), which previously handled this task.
Interested operators can collect the initial application form from the OMH or receive it electronically until October 5. Applications will undergo an initial screening before candidates can access the formal tender. Key criteria include the financial capacity of the candidates and their ability to ensure the maritime transport of petroleum products. The OMH is also emphasizing the security of the supply chain, given Madagascar’s dependence on imports. “We are an island, and in the event of a problem, products may not reach us,” noted Cydolain Raveloson, Director General of the OMH.
The future contract will cover the import of diesel, gasoline, and kerosene for the local market during the first half of 2027. The OMH aims to select a supplier capable of contributing to better supply management, especially as the international market remains marked by crude oil price fluctuations and tensions in the Middle East.
Currently, the Omani trader OQ Trading handles the bulk of Madagascar’s supply. Its contract expires at the end of November, but deliveries will be extended until the end of December to ensure supply continuity during the transition period. This shift reflects a gradual reorganization of responsibilities, with the state increasingly taking charge of import-related operations while the GPM continues to support its members.
