The Armed Forces Conference (Assises des Forces armées) has clearly outlined the ambitions for the military following several months of consultation. The document, submitted on Saturday to the President of the Refoundation of the Republic, Colonel Michaël Randrianirina, outlines a reform that touches on the Army’s positioning within the State, its organization, its capabilities, and its missions.
The recommendations focus on strengthening human, material, financial, technological, and industrial resources to ensure the defense of sovereignty, the protection of people and property, and the safeguarding of the environment and strategic resources. A key pillar of the reform is autonomy, which includes political neutrality, the development of military diplomacy, and structural independence.
Participants emphasized the need for a clearer definition of military missions, focusing on national sovereignty, maritime territory, and disaster preparedness. To address current shortcomings in equipment and technology, the conference advocates for the modernization of infrastructure and logistics, as well as the creation of a strategic defense fund and a military programming law to ensure long-term financial planning.
Furthermore, the conference calls for the development of a national military industry to achieve greater strategic and industrial autonomy. Human resource management, training, and discipline are also central to the proposed professionalization of the forces. Colonel Michaël Randrianirina stressed that this transformation must produce concrete results for the nation, aiming for an army that truly serves the people and actively contributes to the country’s development.
