The Antananarivo-East Coast (TCE) and Antananarivo-Antsirabe (TA) railway lines are set for rehabilitation. The ports of Mahajanga and Toliara will undergo renovations, while the Pangalanes Canal, between Mananjary and Vohipeno, will be redeveloped. Additionally, the airports of Toamasina and Tolagnaro are slated for modernization. These projects are among the primary beneficiaries of the $300 million mobilized under the Multimodal Transport and Logistics Project (PTML), scheduled over five years. According to the Ministry of Transport and Meteorology, the National Assembly has approved the project.
Supported by the World Bank and the Asian Infrastructure Investment Bank (AIIB), the program covers rail, maritime, river, and air networks. It aims to modernize transport infrastructure and strengthen its resilience to climate change. An initial envelope of $200 million, approximately 839.2 billion ariary, was secured through a loan agreement signed on June 9, 2026, with the International Development Association (IDA). A first tranche of $95 million is repayable over 40 years, with an 11-year grace period and zero interest.
For the rail sector, work on the TCE and TA lines will be technically executed by Madarail. The program includes the acquisition of 16,511 tons of new rails ($25.14 million), the replacement of metal sleepers ($10.03 million), and the rehabilitation of bridges and civil engineering structures ($11.44 million). A modern container terminal at Androndrakely, including access roads, is also planned for $8.60 million.
In the maritime and river sector, the Port, Maritime and River Agency (APMF) will lead the interventions. Renovations for the port of Mahajanga are estimated at $28 million, and the port of Toliara at $27 million. Work on the Pangalanes Canal is valued at $27.07 million. These improvements are intended to facilitate the transport of people and goods.
The airports of Toamasina and Tolagnaro will also benefit from modernization and equipment upgrades, totaling $26.82 million. Aéroports de Madagascar (ADEMA) and the Civil Aviation of Madagascar (ACM) will jointly manage this component, aiming to bring infrastructure up to international safety and operational standards.
The PTML also includes a social component, with compensation and support measures for populations affected by displacements related to the works. The ministry emphasizes that fair compensation and support for affected individuals are project priorities. Furthermore, the Fianarantsoa-East Coast (FCE) railway line and the port of Manakara remain state priorities, with in-depth studies planned under the PTML to define a new operating model for the FCE line to ensure its modernization and sustainability.
