A standoff continues between educational authorities and private schools regarding the implementation of the new curriculum this year. Following a meeting on September 18th between the three ministers responsible for Education and Higher Education, a technical consultation held on Tuesday failed to bridge the gap. The ministries insist on the implementation of the new curriculum starting this school year, while private school administrators are calling for a phased rollout.
Authorities maintain that the principle of the new curriculum is non-negotiable, including the generalization of the new L (Literary), S (Scientific), and OSE (Economic and Social Organization) streams for the Baccalaureate. However, they plan to include specific provisions in official exam papers to account for the different student profiles.
Protesting private schools continue to demand adjustments and a gradual introduction of the curriculum. They argue that more time is needed for teachers and students to adapt and to correct problematic areas. Father Jules Ranaivoson, National Director of Catholic Schools (Dinec), stated that no compromise was reached during Tuesday’s meeting. Private schools propose starting the new curriculum with the ‘Seconde’ (10th grade) class, followed by ‘Première’ (11th grade) the next year, before full implementation across all three levels after two years.
While awaiting further developments, some private schools continue to operate under the old curriculum, while others have begun the year with the new streams. Consultations between ministry technicians and private school representatives are expected to continue.
The new curriculum, which includes L, S, and OSE streams, has been applied in some public and private schools since 2020 and is now almost universal in public institutions. Some private schools have already adopted it, while others have persisted with the old system.
