Authorities have made a decision regarding the entrance examination for the National School of Magistracy and Clerks (ENMG). Minister of Justice Fanirisoa Ernaivo announced on Monday that the written tests for the judicial stream, originally held in December 2025, have been cancelled following confirmed suspicions of exam paper leaks. New tests will be held from September 1st to 4th, 2026. The competition will continue for the administrative and financial streams, with oral exams scheduled from August 17th to 20th.
Nearly five months after the suspension of the competition, authorities decided to retake only the tests where irregularities were formally established. The Minister of Justice cited the need to ensure equal opportunity for all candidates as the reason for this decision.
On March 15, 2026, just before the oral exams, authorities had announced an emergency suspension of the ENMG entrance exams. About ten days later, the Independent Anti-Corruption Bureau (BIANCO) reported a well-organized system of exam leaks, where subjects were sold for up to 1 million Ariary. The case was referred to the Anti-Corruption Pole (PAC), and six individuals were charged, with three placed in pre-trial detention at the time.
Suspicions regarding distinctive marks on certain exam papers were also raised, but according to the Minister, investigations did not substantiate these allegations. In a video address, the Minister of Justice clarified that while the Ministry’s role is to ensure the regularity of the exams, their technical organization remains the responsibility of the ENMG.
