RN4: Road rehabilitation project faces delays

The rehabilitation of National Road No. 4 (RN4), which connects Mahajanga to the capital, has been a major concern for road users for several months. The project has faced delays for various reasons, despite the initial completion deadline set for the end of December last year.

The work is being carried out under the Road Sector Sustainability Project (PDDR). Despite the delays, the updated schedule still aims to complete the major works by the end of next November, according to Peter Bien-Aimé Raherinirina, the Regional Director of Public Works for Boeny.

“The rehabilitation of the RN4 is 75% complete. According to the project managers, the updated schedule remains on track. The remaining 25%, which includes finishing the major works such as asphalt paving, should be completed by the end of next month. The rehabilitation of the national road will be finished by the end of the year, as previously announced,” he stated on Friday.

The final phase, scheduled before the end of December, involves installing road signage, such as road markings and traffic signs.

The rainwater drainage system, including ditches, gutters, and culverts, is another critical component of the project. These installations are designed to limit water infiltration, which is a primary cause of recurring road degradation.

On-site, technicians are currently working on laying the foundation layer and adding granular materials to a particularly damaged section in Berivotra.

“The next step will be to lay a new base layer, then apply a tar impregnation or tack coat before laying the asphalt. These operations aim to strengthen the road’s durability and ensure good adhesion between the base layer and the surface layer. Similar work must also be carried out on the Berivotra descent, between Ambovondramanesy,” specified Peter Bien-Aimé Raherinirina.

Work on the section from the Ambalakida junction to Berivotra has experienced significant delays due to technical issues, including a shortage of bitumen. Furthermore, World Bank requirements mandate the use of materials that meet current standards.
