Tsarakofafa is set for a transformation. The Port of Toamasina Autonomous Management Company (SPAT) began operations this week to clear the site for the future Dry Port III in the Tsarakofafa area. This operation paves the way for the construction of Toamasina’s future multimodal logistics and port platform. According to a statement published on the company’s LinkedIn page, the intervention is based on a 2025 court ruling authorizing the site’s clearance. However, SPAT has chosen to go beyond the strict legal framework by implementing a social support mechanism for the households residing on the affected land.
According to figures provided by SPAT, nearly 270 households have been identified as part of this operation. Families who registered at the dedicated one-stop shop will each be allocated a 250 m² plot at the Dry Port II site, which is owned by the port company. These plots will be surveyed and demarcated before being transferred and titled in the beneficiaries’ names, ensuring them legal ownership.
Economically, the stakes are significant. The future Dry Port III is intended to decongest access to the Port of Toamasina, the main entry and exit point for goods in Madagascar. Expanding logistics capacity is expected to streamline transit operations, reduce cargo processing times, and improve the performance of the entire supply chain.
SPAT also views this as a lever to attract new investors and consolidate the competitiveness of Madagascar’s primary port, which is destined to play an increasing role in the country’s trade. The Tsarakofafa site is expected to house various services to support port and commercial activities, including administrative offices, financial institutions, technical workshops, and services for transporters.
