A few months ago, the Madcap Isotry center hosted 200 homeless people. In recent weeks, attendance has surged, with the center now accommodating over 460 homeless individuals each night, according to Dina Michel Ramananirina, the Regional Director of Population and Solidarity (DRPS) for Analamanga. This increase is attributed to the implementation of a new strategy since June, which prioritizes awareness and voluntary participation over forced care.
During night patrols, teams now rely on dialogue to convince people living on the streets to join the reception centers, whereas previously, they were taken there directly. One month after the launch of this approach, authorities believe the initial results are encouraging.
Some families reside permanently at the Madcap center, while others stay temporarily before moving on. Thanks to the gradual transfer of some beneficiaries to the Seba center, also located in Isotry, new spaces are becoming available. According to the DRPS Analamanga, six new households joined the center on July 12. Admissions remain open to all homeless individuals, except for those requiring prior medical care.
However, the number of beneficiaries varies depending on the time of year. During the rainy season, the center generally operates at full capacity. In winter, some residents temporarily return to their villages to participate in family ceremonies, such as the famadihana (exhumation) or circumcisions, or to engage in rural activities. Authorities hope that this approach, based on listening, support, and voluntarism, will sustainably reduce the number of people living on the streets while promoting their reintegration and social protection.
