Not being recognized as a citizen by any state is the reality for stateless persons. Some have lived in a country their entire lives without being able to obtain nationality or the necessary documents to prove their identity. This situation complicates access to various rights. Formal employment, healthcare, and higher education become significantly more difficult when an individual lacks official papers. The absence of documentation can thus lead to long-term precariousness.
The issue also affects rural areas. Some individuals do not know their exact place of origin or lack any documents to establish it. The question of statelessness has previously been addressed at the legislative level, with a bill proposed in 2021. Furthermore, the determination of nationality relies on several criteria, including the principle of jus sanguinis (right of blood).
Beyond the lack of papers lies a broader issue: social inclusion and access to fundamental rights. Living in a country without being recognized as a national can have concrete consequences throughout one’s life. These realities were discussed during the screening of the film “Tsimanatsata,” organized by the Rosa Luxemburg Stiftung and the Focus Development Association. The event served to raise awareness about statelessness and the hardships faced by those without a nationality.
