The participation rate in elections is much like the success rate in exams: the trend is heading toward zero. The Baccalaureate is not escaping this downward spiral, with a national average success rate of only 45%. The best results were recorded in Analanjirofo (60%), followed by Antananarivo (51.74% with a deliberation grade of 9.75/20) and Toamasina (51.57%). The lowest score was in Toliara at 39.21%.
These results come as no surprise following the World Bank report on education, raising alarming concerns about the future of the youth and the country. At this rate, in a few years, those who pass the Baccalaureate will only achieve a ‘passable’ grade. Already this year, ‘very good’ and ‘good’ distinctions are rare.
This was to be expected, given that education accounts for only 3.3% of GDP this year. Public spending on education is estimated at 67.774 billion Ariary, a budget that is largely consumed by operating expenses. Schools are in a deplorable state, lacking basic equipment like desks, classrooms, and qualified teachers.
Corruption and mismanagement further plague the sector. High-ranking officials from the previous regime have been accused of embezzling funds intended for school furniture. Furthermore, the World Bank has criticized the quality of teachers, noting that many lack the necessary skills or vocation. The teaching profession has become a job of necessity rather than choice, due to poor pay and lack of recognition.
The crisis extends to higher education. Even for the 45% who passed the Baccalaureate, only a third will be able to continue their studies due to limited university capacity and budget constraints. Many students are left behind, unable to afford private institutions. The Baccalaureate is no longer a guaranteed key to success, reflecting a profound crisis in the national education system.
