COMMERCE – Fuel importation opened to new suppliers

The Malagasy Hydrocarbons Office (OMH) has launched the selection process for fuel suppliers for the first half of 2027. Interested operators have until October 5 to express their interest.

The fuel supply system will undergo a reorganization starting in January 2027. For the first six months of the year, the importation of diesel, gasoline, and kerosene will be subject to a new call for tenders, open to operators meeting the required conditions. The stated goal is to strengthen the transparency of the procedure and secure the arrival of products in Madagascar.

The current arrangement will end in December 2026. The new procedure will cover the period from January 1 to June 30, 2027. This time, the preparation of the call for tenders will be directly handled by the OMH, unlike the previous system which relied on six suppliers. “The goal is to establish more transparency,” explained Harivelo Randrianarahinjaka, Director General of Hydrocarbons at the Ministry of Energy and Hydrocarbons.

The first stage will begin on September 28 and end on October 5, 2026, with the call for expressions of interest. Companies wishing to supply fuel during the first six months of 2027 can submit their files directly to the OMH or send them by email.

According to Cydolain Raveloson, Director General of the OMH, candidates must demonstrate their financial capacity as well as their ability to ensure the maritime transport of products. These elements are among the criteria included in the initial application form.

“We are an island, and in case of problems, products may not reach us,” emphasized Cydolain Raveloson. The choice of suppliers must therefore take into account not only their ability to participate in the procedure but also their aptitude to guarantee the delivery of fuel to Madagascar.

The files will first undergo an initial screening. Operators meeting the requirements will then be able to access the tender documents. This step will allow for the selection of suppliers with the necessary capacity to ensure imports.

Beyond the selection procedure, the issue concerns the regularity of arrivals. Fuel availability directly affects travel, goods transport, and the operation of many economic activities. Any supply difficulty can impact transport costs and, indirectly, the prices of certain products.

In a context marked by fluctuations in oil prices and maritime transport costs, the ability to ensure regular deliveries remains a major challenge for a country dependent on fuel imports. “The procedure is carried out in total transparency and remains open to actors who meet the conditions,” specified Cydolain Raveloson.
