Russia-Africa Summit: Colonel Randrianirina reports positive outcomes

The Head of State has drawn a positive assessment of his trip to Russia, highlighting several prospects for cooperation with Moscow. Sectors such as agriculture, defense, higher education, health, and public administration are among the key areas of focus.

Upon his return to the country on Saturday, Colonel Michaël Randrianirina, Head of State, expressed satisfaction with his participation in the Russia-Africa Summit. Speaking to the press at Ivato Airport, the President of the Republic’s Refoundation noted significant progress in bilateral relations, mentioning projects in agriculture, defense, health, higher education, and mining governance.

“We have achieved several concrete results following this summit. All the ministers who accompanied me have signed bilateral agreements,” the Head of State affirmed. In the health sector, Madagascar is expected to benefit from mobile laboratories based on Russian expertise, which would enhance diagnostic capabilities, particularly in rural areas. Agricultural discussions focused on collaboration between the two countries’ ministries, including the creation of a training center.

Higher education is another pillar of this partnership. The Head of State mentioned the possibility of increasing the number of Malagasy scholarship recipients in Russia. Furthermore, Colonel Randrianirina emphasized the importance of mutual recognition of diplomas as a prerequisite for balanced cooperation. “Cooperation with Russia is on an equal footing,” he stated.

Defense and security remain central to the rapprochement with Russia. The President also highlighted the modernization of public administration, drawing inspiration from Russian governance models, including the use of digital technologies and artificial intelligence to improve institutional efficiency and combat corruption.

A highlight of the trip was the meeting with Russian President Vladimir Putin at the Kremlin on October 30. The two leaders discussed bilateral cooperation, with potential for around ten agreements. A $10 billion envelope related to Eurasia was also mentioned to support investments, social projects, and vocational training.

Colonel Randrianirina concluded by describing the cooperation as “pragmatic and on an equal footing,” noting that the support is “immediately palpable and without the conditionalities we are accustomed to with other partners.”
