The Urban Commune of Antananarivo has begun restructuring the management of its markets. The distribution of identification cards to merchants started on October 7 at the Analakely City Hall. This initiative aims to better identify vendors, simplify the payment of market fees, and strengthen revenue tracking.
According to municipal data, nearly 60,000 merchants in the capital are affected, a figure expected to rise as formal markets are gradually integrated. Each registered vendor will receive a card linked to their information, allowing the municipality to track their location and payment history.
The system is set to transform the payment process. Previously, merchants had to purchase tickets regularly to meet their obligations. With the new card, payments will function on a subscription basis, allowing merchants to pay monthly or whenever they have the necessary funds.
All data will be centralized in a digital system, enabling the Commune to monitor registered merchants and payments effectively. This organization is expected to facilitate inspections and provide better visibility into revenue generated from various markets.
“This new organization implemented by the Commune could improve market management and limit corruption. If applied correctly, it will be a positive step,” said Jack, a merchant interviewed during the registration process.
Markets are a crucial financial pillar for the Urban Commune of Antananarivo, contributing approximately 7 billion ariary annually and serving as the city’s third-largest source of revenue. In this context, digitalization is intended to ensure better tracking of dues and actual collections.
For merchants, the card primarily simplifies fee payments and offers greater flexibility. For the Commune, it provides a more accurate database of vendors and more consistent revenue monitoring. The distribution of these cards marks the first step in the digitalization of market management in the capital.
