It is confirmed. The State Procurement of Madagascar (SPM) has become the state’s arm for importing hydrocarbons. It is the entity authorized for this purpose, in accordance with the provisions of the law on downstream petroleum, which was declared constitutional on August 3 and subsequently promulgated.
The SPM’s first operation in the petroleum sector involves the import of 64,000 metric tons of diesel from Nigeria for Jirama. This cargo is expected to arrive at the port of Toamasina today, barring any changes. According to the explanations provided, this import concretizes a government-to-government agreement between Madagascar and Nigeria, resulting from discussions between Colonel Michaël Randrianirina, Head of State, and his Nigerian counterpart, President Bola Ahmed Tinubu, in Abuja, the capital of Nigeria, during his official visit in early June.
Upon his return from this official visit, the tenant of Iavoloha had announced the imminent signing of a fuel supply agreement with the Nigerian authorities. “The government-to-government agreement between the Malagasy State and the Nigerian State is now formal,” confirms an explanatory note shared by the SPM. It specifies that the agreement aims, among other things, to secure the Malagasy fuel market against global tensions and logistical uncertainties, with the goal of allowing the country to have a strategic stock, particularly for Jirama.
The creation of the SPM was approved by the Council of Ministers in November 2019. Operational a few months later, it plays a role in regulating the market for essential products. The import of fuel was already among its missions envisioned at its inception. The law on downstream petroleum and the requisition of Jirama, decreed on Friday, now formalize its entry into the petroleum sector.
According to Guilot Ramilison, Director General of the SPM, the company “intends to fully play its role as a market stabilizer. It will no longer limit itself to regulating the price of rice. Ultimately, the goal is to contribute to Madagascar’s energy supply at competitive prices, which will, in turn, improve household purchasing power and the competitiveness of businesses and economic actors.”
