A symbolic gesture. Madagascar has allocated $500,000 to the seventeenth replenishment of the African Development Fund (ADF-17). While the commitment is modest compared to the $11 billion total envelope planned for the 2026-2028 period, it signals the Malagasy authorities’ desire to transition from a beneficiary to an active partner of the African Development Bank (AfDB).
Madagascar is among 24 African countries that have pledged to contribute approximately $182 million to the ADF-17. About twenty states are participating in this collective effort for the first time. “Despite the scale of our own financial challenges, we are convinced that African countries must actively engage with institutions that understand and support their priorities,” emphasized Dr. Herinjatovo Ramiarison, Minister of Economy and Finance.
For Madagascar, this commitment is part of a cooperation with the Fund dating back to 1977. During the previous cycle, ADF-16, the Great Island received approximately $241 million, including $161 million under performance-based allocation and $80 million through the Transition Support Facility. These funds notably enabled the construction of over 210 kilometers of roads and the modernization of agricultural infrastructure. In the Bas-Mangoky region, they contributed to doubling rice yields.
