Madagascar is set to overhaul its legal framework to combat cybercrime and modernize regulations governing electronic communications and digital infrastructure. According to the Ministry of Digital Development, Posts, and Telecommunications (MNDPT), the government has approved several measures, including the signing of the UN Cybercrime Convention (the “Hanoi Convention”) and joining the World Artificial Intelligence Cooperation Organization (WAICO).
The revision of the cybercrime law aims to enhance the protection of citizens, businesses, and the administration against digital risks while fostering trust in the digital economy. Simultaneously, the modernization of the 2005 electronic communications legislation seeks to break monopolies, promote competition, ensure digital sovereignty, and increase state revenue.
These reforms come as Interpol warns of increasingly sophisticated cyber threats across Africa, such as phishing, ransomware, and AI-enabled fraud. With 75% of African nations reporting a need for improved legal frameworks and judicial capabilities, Madagascar’s alignment with international standards and participation in global AI governance through WAICO marks a strategic step toward strengthening its national security and investigative capacity.
