For a profound transformation of the administration, Colonel Michaël Randrianirina, President of the Refoundation, addressed the 170 newly trained focal points within the public administration and public investment projects, stating: “You are called upon to become, in your respective institutions, the engines of change, the relays for continuous improvement, and the architects of a high-performing administration.”
Drawn from sectoral ministries, public institutions, and public investment projects (PIP), these 170 executives, equipped under the Technical Assistance Facility (TAF), now constitute the operational arm of this new strategic program. Initiated at the request of the Presidency of the Refoundation and supported by the United Nations Development Programme (UNDP), this large-scale initiative spans from January 2026 to December 2030.
The central objective of this program is to improve the speed, efficiency, and quality of services offered to users, particularly by leveraging digital technologies. Anthony Ngororano, Resident Coordinator of the United Nations System in Madagascar, emphasized the expected major impact of this partnership: “When institutions function better, public services improve, citizens’ trust is strengthened, and the country moves toward prosperity,” the diplomat noted.
Armed with the internal diagnosis established by their focal points, public entities now have until the end of this month in 2026 to submit their project proposals via a dedicated digital platform. These requests will be scrupulously examined by the TAF steering committee, established on June 24th, to ensure targeted funding focused on urgent field needs. Each intervention, lasting between three and nine months, will be subject to rigorous monitoring via a dashboard managed directly by the Presidency of the Refoundation.
