Members of Parliament are requesting more time to review certain bills. Of the seven bills on the agenda for the extraordinary session that began on August 25, only two have been adopted. The remaining five will need to be examined during a future session, as the National Assembly believes that “more time is needed to examine them in detail.” Among the five deferred texts are the bill on the fight against cybercrime and the bill on electronic communications and digital infrastructure.
“Despite the debates that took place during committee work, it was noted that the detailed examination of the five bills required more time,” the National Assembly wrote, explaining why the texts were not adopted during the 12-day extraordinary session. The goal, according to the lower house, is to “ensure that the laws adopted have been studied seriously, are adapted to the reality they protect, and truly promote the interests of the Malagasy people.”
The Chair of the Committee on Digital Development, Posts, and Telecommunications, for example, mentioned the need for broader consultation with stakeholders before bringing the text to a plenary session for adoption. Committee work on the cybercrime bill has been completed, and various amendments have been adopted by the committee. The plenary session for this text was scheduled for this Friday afternoon, but it ultimately did not take place.
