To ensure every citizen has a legal, unique, and protected identity, the second phase of the “Izaho tokana 2.0” biometric enrollment operation was officially launched on Wednesday, coinciding with the national celebration of Identity Day. The initiative aims to register more than 10 million citizens over the age of 18 by July 2027. This new stage seeks to strengthen access to a secure legal identity while improving the technical and organizational aspects of the operation.
Following a three-month pause dedicated to evaluating the first phase, the Ministry of Interior and Decentralization intends to address identified challenges and accelerate the pace of enrollment. According to Minister Velonjara Tiaray Rakotonandrasana, nearly 5 million people were already enrolled during the first phase, far exceeding the initial target of 2 million set for the first three months (April to June 2026). Data reconciliation with the central database is ongoing to finalize the figures.
For this second phase, 1,000 additional kits have been added to existing equipment to increase registration capacity. Technical improvements have also been made, particularly in device configuration, following difficulties encountered in the first stage. Human resource management is another area for improvement, as delays in supporting operators were noted. The government, in collaboration with its partners, plans to strengthen the organization and support for teams in charge of biometric enrollment.
Beyond numerical targets, the operation aims to guarantee every citizen a legal, unique, and protected identity, facilitate access to public services, and enhance the reliability of national data. A local awareness campaign is planned to encourage citizen participation, as initial reluctance has gradually diminished. “I believe that as personnel and equipment gain the necessary speed to move forward, the implementation of this second edition of biometric enrollment will progress more rapidly,” hoped the Minister of Interior and Decentralization. On the sidelines of the “Izaho tokana 2.0” launch, the Operational Coordination Center, responsible for steering the operation, was also inaugurated.
