Employees of ASECNA Madagascar have initiated a work stoppage starting today through Friday. The backdrop of this social movement is a deadlock in salary negotiations. The Ministry of Transport and Meteorology has not prohibited the strike but has reminded staff of several provisions within the ASECNA unique staff statute, while expressing openness to constructive dialogue.
Article 5 of the statute stipulates that due to the obligations of public service continuity for air navigation safety assigned to the Agency by member states and international agreements, agents are required to ensure the continuity of air navigation safety services.
Each agent commits, through their employment contract, to ensure this continuity. The new wording of Article 11 of the Convention reinforces this requirement, stating that ASECNA agents are bound at all times and under all circumstances to ensure the continuity of air navigation safety services, particularly for medical evacuations or military troop transport.
In response to the employees’ demands, the Minister of Transport and Meteorology, Herizo Ramanambola Andrianavalona, had invited the ASECNA Director General to visit the country to seek a consensual solution. This visit, scheduled for August 3-8, was ultimately discouraged by the threat of a strike. The Director General had previously stated that disputes between the headquarters and the Madagascar Agency would be resolved by next year.
To clarify its position and avoid any misinterpretation of its mediation efforts, the Ministry emphasizes that the Committee of Ministers of ASECNA member countries and its Board of Directors are the supreme decision-making bodies.
