Strengthening the skills of hoteliers, restaurateurs, travel agencies, guides, and other stakeholders in the Tourism, Hospitality, and Catering (THR) sector is the objective of the third phase of the Miatrika program, which was officially launched on Friday in Toamasina.
Over a period of 18 months, 4,500 professionals from about thirty localities across five regions in Eastern Madagascar—including Analanjirofo, Atsinanana, Vatovavy, Fitovinany, and Atsimo Atsinanana—will benefit from training tailored to business needs and market realities. The program is supported by the Malagasy government, with backing from the World Bank through the Integrated Growth Poles (PIC) project and the Malagasy Vocational Training Fund (FMFP).
With funding of $1.7 million, this third phase will be implemented by the FMFP. The modular and certifying training courses will be offered free of charge to the beneficiary professionals and companies. However, the Minister of Tourism and Handicrafts, Lily Rafaralahy, emphasized during the launch ceremony that participants must be in good standing with the ministry, meaning they must work in companies with valid opening and operating permits, or hold a legal authorization to practice their profession.
Following the first two phases launched in 2021 and 2023, which trained approximately 23,000 workers and guides, the program continues its goal of improving service quality, strengthening competitiveness, and developing employment in the tourism sector. By the end of this third phase, it is expected to benefit approximately 11,000 professionals, with a progressive rollout in other regions covered by the PIC project. Human resource qualification is thus placed at the heart of efforts to support tourism growth and job creation in Madagascar.
