The IMF Executive Board has approved the third and fourth reviews of the Extended Credit Facility (ECF) and the Resilience and Sustainability Facility (RSF) programs for Madagascar, authorizing a disbursement of $155 million.
This approval comes with conditions, including a waiver regarding performance criteria related to the automatic fuel price adjustment mechanism. The government has been capping fuel prices due to the energy state of emergency, a measure the IMF expects to be fully phased out by January 2027.
The $155 million package consists of $100 million under the ECF and $55 million under the RSF. The Malagasy government welcomed the decision, noting that the funds will support economic stability, climate resilience, and social spending in education and health.
However, the IMF emphasized the need for stronger domestic revenue mobilization, improved public finance management, and the implementation of the recovery plan for the state-owned utility company, Jirama. Furthermore, the IMF urged the adoption of the Law on Access to Public Information (LAICP) to enhance governance and transparency.
