Deputies are set to return to the Tsimbazaza Palace. Just one week after the conclusion of the previous extraordinary session, the Council of Ministers, which met on September 12, decided to convene the National Assembly for a new extraordinary session. According to a statement from the lower house, the proceedings will begin this Thursday, September 17.
About fifteen bills are on the agenda. Deputies will be called upon to examine, in particular, the text concerning the status of industrial property, as well as the one relating to the regulation of activities linked to gambling and gaming establishments. A large portion of the registered texts also concerns authorizations and ratifications of various projects and agreements.
This new session comes after the previous one ended with limited results. Of the seven bills on the agenda, only two were adopted by the deputies. The other five were postponed. However, some of these projects, such as the bill on the fight against cybercrime and the bill on electronic communication and digital infrastructure, are not expected to be discussed during the upcoming extraordinary session.
The National Assembly had explained these postponements by the need for more time to examine the texts in detail. “Despite the debates that took place during the committee work, it was noted that the detailed examination of the five bills required more time,” the lower house had indicated. The stated objective was to allow for an in-depth examination of the texts, to ensure that the laws adopted are “studied seriously,” adapted to the realities they are intended to regulate, and that they effectively meet the interests of the population.
