A sixty-one-point resolution emerged from the national youth consultation held last week at the International Conference Center (CCI) in Ivato. These points, often overshadowed by the debate between a unitary state and a federal state, outline a comprehensive roadmap for the country’s renewal, focusing on institutions, the economy, social issues, and national identity.
On the institutional front, the youth propose a “tricameral” Parliament, adding a youth parliament to the two traditional chambers. Economically, they advocate for the mandatory local processing of raw materials and call for prioritizing national actors over foreign investors in strategic sectors, though experts note the need for international partnerships due to current technological and financial limitations.
Employment remains a central concern. The youth demand more transparent recruitment processes and meritocracy in the civil service, while simultaneously requesting regional quotas for administrative exams. In the social sector, they emphasize urgent improvements in access to water, electricity, health, and digital infrastructure.
Education is highlighted as a strategic lever for development, with calls to adapt the curriculum to labor market realities by strengthening technical and vocational training. Furthermore, the resolution asserts the importance of national identity, demanding the promotion of the Malagasy language as the sole official language and the establishment of national policies for sports and heritage.
Finally, the youth demand stronger environmental governance and anti-corruption measures. This resolution will be presented at the upcoming National Consultation, signaling the youth’s desire to act as both a force for proposals and a pressure group in the country’s political landscape.
