A Country Partnership Programme (PCP) between Madagascar and UNIDO has been launched. The goal is to locally transform Malagasy products and create mass employment.
With 300,000 young people entering the job market annually, the Great Island aims to leverage skills development to accelerate industrial growth. This new initiative, launched on Thursday in partnership with the United Nations Industrial Development Organization (UNIDO), will run until 2030.
The objective is to unite the state, the private sector, and donors around shared projects. Volatiana Rakotondrazafy, UNIDO representative in Madagascar, stated that the PCP is a national platform involving all stakeholders, including the public sector, civil society, academia, and development partners.
The initiative seeks to mobilize funds to support industrial growth and local transformation. Colonel Michaël Randrianirina, President of the Refoundation of the Republic, emphasized the need to improve energy access, develop industrial infrastructure, and increase business competitiveness to transform raw materials locally.
UNCTAD reports indicate that while Madagascar has expanded its export basket over the last decade, it remains focused on low-value-added products. To address this, UNCTAD identified 259 potential products across 23 industrial sectors, aiming to capture $1.1 billion in export value through local industrialization.
Similar programs have successfully accelerated industrial development in Ethiopia, Senegal, and Morocco by focusing on agro-industrial parks, logistics hubs, and ecological industrial zones. UNIDO representative Volatiana Rakotondrazafy described the PCP as a historic opportunity to accelerate structural economic transformation and create decent jobs for the youth.
