The Ecumenical Council of Christian Churches of Madagascar (FFKM) has unveiled the twelve themes that will structure the upcoming national consultation. Governance issues dominate the agenda, while political topics appear to be sidelined.
The twelve themes cover public affairs management, fundamental rights, economy and sustainable development, justice, peace, and the rule of law. Other topics include social cohesion, Malagasy values, environmental management, foreign relations, sovereignty, decentralization, and the management of local resources. Special attention is also given to children, youth, and vulnerable populations, as well as legislative reform and public finance management.
The process is set to begin at the ‘Fokontany’ (neighborhood) level on September 14, gradually moving up to the commune, regional, and national levels. However, the timeline has drawn criticism, particularly from the ‘Gen Z Madagasikara’ group, who expressed concerns over the lack of clarity regarding the methodology and the final goals of the process, especially given that the results are not expected until after May 2027.
This timeline creates potential friction with the ‘Refoundation’ schedule, which aims for a constitutional referendum or election and a presidential election before December 2027. Meanwhile, separate electoral consultations led by Colonel Michaël Randrianirina have recently concluded, raising questions about how these parallel processes will interact and whether they will lead to a new legal and institutional framework for future elections.
