Without a Constitutional Council, the Refoundation process remains incomplete. This is why Colonel Michaël Randrianirina, President of the Refoundation, met with the two former presidents. The goal was not merely symbolic, but to address the most sensitive issue of the transition: creating a credible Constitutional Council.
“Like other democracies, Madagascar needs a Constitutional Council to validate laws and arbitrate crises,” stated a press release from the presidency. This legal vacuum currently weighs on every decision. By consulting Ravalomanana and Rajaonarimampianina, the President of the Refoundation seeks both experience and legitimacy.
The “Tiako I Madagasikara” (TIM) party, led by Ravalomanana, advocates for a popular logic: the Council must guarantee respect for the vote and a clear electoral calendar. Meanwhile, the “Hery Vaovao ho an’i Madagasikara” (HVM) party, led by Rajaonarimampianina, focuses on stability, calling for an independent and legally robust body that secures the transition without paralyzing it.
By involving them, the President of the Refoundation aims to prevent the future Council from being perceived as a tool for a single camp and to preemptively defuse opposition from the TIM and HVM parties.
The discussion was described as “frank and constructive.” While no final decisions were made, the message is clear: the composition and appointment method of the Constitutional Council will be the true test of this consultation. Whether it results in a consensus or remains a symbolic gesture will be determined in the coming weeks.
