A consultation for those affected by the fly-over project was held yesterday and today. The discussions were marked by the anxiety of those facing expropriation procedures during the first day.
Nearly two weeks before the start of construction on the fly-over, concern is growing among residents and business stakeholders in Anosizato. Yesterday, the consultation for residents affected by the first lot of the project was marked by questions regarding evictions and compensation. “I live in Anosizato, at lot 2, where the four-lane road is supposed to pass. I saw that you were taking two meters on one side and three meters on the other. But honestly, will that really be enough to fit four lanes? We are afraid that you will come back to take more land later and that we will end up being affected too,” said Fleurette Rasolonirina, an Anosizato resident.
Others expressed their fears regarding compensation. Nantenaina Rasolonjatovo, representing the Kofia bush taxi cooperative, noted that despite starting procedures in 2021, no official has yet contacted them regarding the imminent start of work.
Business owners are also worried about their livelihoods. Andritiana, a resident of Anosizato Andrefana, questioned the lack of concrete solutions for those who will lose their jobs, noting that the project offers only temporary construction work. The Corporation for Africa & Overseas (CFAO) also raised questions about the exact footprint of the project and potential compensation for operating losses.
Émile Joseph Sambisolo, Secretary General of the Ministry of Public Works, stated that affected individuals will be compensated before work begins, with no evictions occurring until full payment is made. He added that construction will start with the bridge rehabilitation, and compensation payments are expected to begin in September, with 80% of the necessary documentation already submitted.
The project is divided into two lots. The first, starting in early August, involves building a two-lane bridge, which will later be expanded to four lanes. Subsequent phases include building access ramps, extending the RN1 to the Antanimenakely intersection, and rehabilitating the dike road from Ankadimbahoaka to the Maki roundabout.
