The roads in the South and several port infrastructures are at the heart of the third phase of the corridor development and trade facilitation program. Scheduled for 2025-2030, it mobilizes 174.65 million units of account, or approximately 229.47 million dollars, to improve the transport of goods and strengthen regional trade. Announced projects include the rehabilitation of the Bevoay–Morombe road, spanning approximately 78 kilometers, the development of the 22-kilometer Fiherenana dike-bypass, as well as the Manombo and Belalanda bridges on National Road 9. The dike-bypass is specifically intended to help protect Toliara from flooding.
The condition of the roads affects delivery times and costs borne by transporters. The program forecasts a 46% reduction in heavy goods vehicle operating costs by 2026. This projection remains to be verified on the ground once the infrastructure is completed and commissioned. The port component also concerns Nosy Be, Antsiranana, and Vohémar. Measures related to port security are planned, as well as the creation of a customs academy, a metrology center, and a maritime single window.
Strengthening trade between the port of Toliara and the port of Beira in Mozambique is also among the objectives. This connection is part of the momentum of the African Continental Free Trade Area, aimed at developing trade between countries on the continent. The implementation of this phase involves the African Development Bank, the Ministry of Economy and Finance, and the United Nations Office for Project Services (UNOPS). A budget of 57.66 million units of account is allocated for forty activities entrusted to the latter institution. Economic effects will depend on the execution of the works and their real impact on transport costs and the movement of goods.
