ADMINISTRATION – Civil servant salaries to be reviewed

The labor sector in Madagascar is set for reforms. A two-day consultation between the State and various labor stakeholders concluded last Thursday at the Ivato International Conference Center (CCI). Discussions focused on the need to reform the management policy for civil servant salaries and allowances.

The consultations highlighted the necessity of establishing a new index grid and improving the index point value. Debates also emphasized the need for common rules applicable to all civil servants.

“Salary is an essential issue for all workers. It is legitimate to examine it calmly. The index grid issue requires an in-depth study, as proposals have been made for several years. It also requires the intervention of many technicians, as adjustments must be made at all levels, from bottom to top,” stated Nirina Aurelie Raholiarisoa, Deputy Secretary General of the Madagascar Workers’ Union (Fisema), yesterday.

During the consultation, unions requested that remuneration indices be clearly defined based on the qualifications held by civil servants.

The Refoundation government has already made efforts by increasing civil servant salaries by 14% and granting them special allowances. It has also set the minimum wage at 315,000 ariary.

However, these measures do not yet satisfy the unions, which formulated several proposals during the exchanges in Ivato regarding labor, employment, and the civil service. Among the main proposals is the indexation of salaries to the rising cost of living. Minister of Economy and Finance, Herinjatovo Aimé Ramiarison, however, indicated that “meeting this demand depends on available revenues.”

Empowering the National Council for Labor and Employment is a way for unions to voice their demands through the development of concrete conclusions to be examined by the State. “It is the body that can examine and synthesize the conclusions,” added the Deputy Secretary General of Fisema.
