The protection of workers and the improvement of employment conditions were at the heart of the “Dialogues on Labor, Employment, and Public Service,” held on October 7 and 8, 2026. For two days, representatives from ministries, workers, employers, unions, and social actors discussed the challenges faced in the professional world.
Under the theme “Valuing the human being: a major guarantee for the in-depth reform of the Republic of Madagascar,” several avenues were proposed. Occupational health and safety, as well as social protection, particularly for self-employed workers, are among the priorities.
Participants also proposed modernizing the Social Security Code and strengthening the monitoring of employer contributions to the National Social Security Fund (CNaPS). The protection of Malagasy workers abroad also requires special attention, particularly within the framework of bilateral agreements. The evolution of the job market led participants to examine the effects of digital technology and artificial intelligence on professions and skills.
In the public sector, proposals focus on developing a common code for state agents, the development of territorial public service, and the improvement of remuneration policy.
These recommendations are expected to inform future national discussions dedicated to reforms.
