Improving statistics. The Mahatsara Public Primary School (EPP), located in the fokontany of Ambinany, Vohindava commune, Vohipeno district, is recording an increase in enrollment and an improvement in academic results. The number of students benefiting from Vatsin’Ankohonana, a conditional cash transfer program for vulnerable households, rose from 37 in 2024-2025 to 86 in 2026-2027. At the same time, the success rate for the Primary School Certificate (CEPE) has increased from 60% to 100%, according to school data.
The school currently has 150 students, 86 of whom are from households benefiting from Vatsin’Ankohonana. According to Tysin, the director of EPP Mahatsara, this progress is accompanied by an increase in school attendance. The support provided to families through cash transfers, combined with the mandatory schooling requirement linked to the program, helps encourage parents to keep their children in school.
Academic results have also evolved. The CEPE success rate rose from 60% in 2024-2025 to 100% in 2025-2026. The renovation of school infrastructure is also among the factors cited by the administration to explain the school’s increased attractiveness and the reduction in dropout rates.
“There has been an increase [in enrollment] and we believe it will continue to grow,” says the director. He notes that “when academic results improved thanks to this support, parents were more encouraged to send their children to school.” He adds that “even families from other fokontany have sought to enroll their children at EPP Mahatsara.”
In the Vohipeno district, the program has benefited 3,000 vulnerable households across four communes—Vohindava, Tananabo, Ifatsy, and Lanivoa—since 2024. It covers 26 fokontany and is scheduled to continue until 2027. Implemented by the FID with support from the World Bank, the program combines household support with incentives for schooling, as sending children aged six to 14 to school is a mandatory condition for beneficiaries.
