The economic priorities of the regions are expected to play a significant role in the preparation of the 2027 Finance Bill. Through the Regional Budget Conferences (CBR), the Ministry of Economy and Finance (MEF) intends to better adapt budget programming to regional realities and direct public resources toward investments capable of supporting production, employment, and growth.
The official launch of the 2026 CBRs took place on Friday, August 21, in Miarinarivo, in the Itasy region. This first step marks the beginning of a series of consultations that will take place across all 24 regions of Madagascar. The priorities identified at the local level will then be consolidated and incorporated into the preparation of the 2027 Finance Bill, according to a statement from the MEF. The ministry will monitor this process through the General Directorate of Budget and Finance (DGBF).
During the opening of the proceedings, Minister Herinjatovo Aimé Ramiarison emphasized the importance of budgetary deconcentration and decentralization. According to him, these must be accompanied by effective governance and better coordination between decentralized technical services (STD) and decentralized territorial communities (CTD).
One of the main objectives is to turn public spending into a true economic lever. State action in the regions must contribute to creating an environment favorable to production and investment. The private sector, considered an engine for job creation and production, must be able to benefit from adapted infrastructure and public services.
Economic infrastructure is thus among the top priorities. Roads and energy are key determinants for business competitiveness and market access. According to data presented during the meeting, deficiencies in these areas represent an estimated loss of 2% of the Gross Domestic Product (GDP), or approximately 350 million dollars per year.
The government wishes to prioritize “spending that produces results” by directing credits toward projects with a concrete impact on the economy and living conditions. Better mobilization of the regions’ and municipalities’ own resources is also encouraged, as is the search for complementary financing.
Strengthening fiscal citizenship is another lever. Improving revenue collection should allow for more resources to finance infrastructure and public services. Through the CBRs, the challenge will be to transform the needs expressed in the territories into priority programs and projects. The success of the process will depend on the ability to select productive investments capable of sustainably stimulating economic activity, employment, and growth in the various regions of Madagascar.
