A gap to be filled. The Syndicate of Teacher-Researchers and Researcher-Teachers (Seces), Antananarivo section, is calling for the allocation of 300 budgetary positions out of the 1,000 available in 2026 to strengthen the ranks of teacher-researchers in public higher education institutions. The union believes that the current staff shortage is one of the primary needs to be addressed in the sector.
According to Seces Antananarivo, teacher-researchers and researcher-teachers are in short supply across several departments in universities and public institutions. The union states that allocating these 300 positions would at least partially meet the human resource needs of higher education and scientific research.
Seces also advocates for the implementation of digital replacement, presented as a complementary measure to address staffing difficulties. In parallel, it calls for a cleanup of the corps and better organization of human resources, notably through the establishment of a Task Force.
During a press conference held on Saturday, the union also raised several social demands. It is notably waiting for the Ministry of Public Health to publish the list of health facilities authorized to provide care for civil servants.
However, Seces Antananarivo affirms that it remains confident regarding the efforts undertaken by the authorities. It also hopes that the salary index grids related to higher education and scientific research will be published as soon as possible.
