However, Colonel Michaël Randrianirina did not specify at which stage of the supply chain this 600 to 800 Ariary per liter gap is calculated. Under the new supply organization for Jirama, the State Procurement of Madagascar (SPM SA), the entity authorized by the state to handle fuel imports, must cover storage, transport, and distribution costs using Jirama’s licenses.
As indicated by Guillot Ramilison, Director General of SPM, the state plans to utilize existing storage infrastructure, including that of Logistique Pétrolière SA (LPSA), as well as Jirama’s own storage capacities. Furthermore, the Toamasina oil terminal has been requisitioned to receive the diesel that arrived on Wednesday, much to the dismay of the Groupement Pétrolier de Madagascar (GPM), which stated it is unable to unload its regular cargo destined for the national market, which also arrived on Wednesday. Regarding transport, SPM mentioned utilizing the capacities of Madarail, which have increased from 4,000 to 7,000 cubic meters per day and could potentially be raised to 14,000 cubic meters per day.
