Madagascar’s tourism sector holds significant potential but is currently hindered by high destination costs and infrastructure limitations. Greater state involvement is deemed essential to reach the target of one million tourists by 2028.
As a strategic sector, tourism is a vital source of revenue for Madagascar due to its diverse landscapes and biodiversity. However, not all visitors have the same profile or spending power. A representative from the Ministry of Tourism and Handicrafts explains that luxury tourists, who may spend upwards of 6,000 euros, are a key target for the country’s ambitious goal of reaching one million visitors by 2028, compared to approximately 330,000 last year.
To achieve this, the Ministry is focusing on niche tourism products such as birdwatching, kitesurfing, and biodiversity-related activities, which attract high-spending enthusiasts. Despite this, the cost of travel remains a major obstacle. Madagascar’s distance from key markets in Europe and America, combined with high taxes and fuel costs, makes the destination expensive.
Furthermore, the hotel supply is limited, with international-standard establishments concentrated mainly in Antananarivo and Nosy Be. Airport infrastructure also requires significant upgrades. A ministry official emphasized that tourism development cannot rely solely on private operators; political will is needed to improve infrastructure and the country’s international image. The official also lamented the tendency to circulate negative information about the country, which damages its reputation. Ultimately, reaching the 2028 goal will require a coordinated effort from the state to foster an environment conducive to private investment and tourism growth.
