During a Council of Ministers meeting on Friday, the Executive branch issued a decree to requisition Jirama, the national water and electricity utility. This regulatory act allows the company to purchase its fuel through a state-authorized entity, in accordance with the new downstream petroleum law.
The requisition, which lasts for six months, was enacted alongside a decree establishing a new fifteen-day state of energy emergency. According to the Council of Ministers, this measure is intended to secure fuel supplies and prevent power outages during the current low-water season.
Radonirina Lucas Rabearimanga, Minister of Energy and Hydrocarbons, announced that fuel deliveries are expected on August 12. He noted that the government has taken proactive steps to ensure Jirama has sufficient diesel to cover its consumption for several months.
This move marks the first implementation of the new downstream petroleum law, which was recently declared constitutional by the High Constitutional Court (HCC). The law allows the state to import hydrocarbons directly through an authorized entity to secure more favorable pricing.
While Jirama faces challenges regarding storage infrastructure, the new law guarantees the authorized entity access to essential storage facilities held by other logistics providers, ensuring the smooth handling of the upcoming fuel shipments.
