To obtain a driver’s license in Madagascar, knowing how to drive and understanding the highway code are not enough. Candidates must also master other subjects. “The exam covers four modules: the highway code, road safety, basic automotive mechanics, and civic responsibility, in addition to the practical driving test. Mastering all these modules is essential to succeed,” stated Dr. Adrien Rajaonarivelo, an examiner at the Land Transport Agency (ATT), yesterday.
It all starts at a driving school. Theoretical training covers the highway code and the basics of driving, complemented by notions of civic responsibility, road safety, and mechanics. Practical training then applies theory and practice together in the field. “The duration of training depends on the capabilities of each candidate: in an accelerated program, ten days may be enough to master the basics, but learning can extend up to a month and a half,” explains Jacky Abdou Gérard, owner of the Jacky driving school in Ampasamadinika.
According to the ATT, only candidates trained and presented by a driving school are authorized to take the exam. It takes place in two stages: a theoretical test on the highway code, which evaluates knowledge of regulations, followed by the driving test, which verifies the ability to handle the vehicle while respecting the code. Only candidates who pass the theoretical test proceed to the practical test. Successful candidates are then directed to the Madagascar Registration Center (CIM) for the issuance of the license.
However, the system has flaws. The training itself has its limits. Mamy Rajaonarison, involved in a non-fatal accident in Ankadindramamy in 2024, testifies: “I was only able to do four driving sessions, which was what was included in the package. Due to a lack of financial means, I could not add extra hours. So I practiced with relatives, but the result was insufficient. Also, since the highway code is very dense, I did not master it entirely and only continued to learn it gradually once behind the wheel.”
For Dr. Adrien Rajaonarivelo, the main problem with accidents lies in the attitude of drivers. “It is often experienced drivers who cause accidents. Believing they are fully in control of their vehicles, they adopt reckless and excessive driving. Conversely, new license holders show more caution,” he indicates.
