The name of the new President of the Special Delegation (PDS) for the Urban Commune of Antsirabe is expected to be announced this Thursday. This appointment, anticipated in the coming hours, is intended to revive the administrative functioning of the municipality by restoring the necessary authority to pay municipal employees’ salaries. The official taking of office is scheduled for Friday, following the handover ceremony.
The appointment decree has already reached the Vakinankaratra prefecture, according to the Prefect of Antsirabe, Voahangindraibe Ravakiniaina Randrianaivo. Official notification is scheduled for Thursday, and the identity of the new PDS will only be made public after this procedure. “The appointment decree has arrived. We will proceed with the notification, and only after this step will the identity of the PDS be made public,” she stated.
According to the Prefect, the installation of the new PDS is essential to enable the commune to once again have an authorizing officer empowered to commit and order public expenditures. Since the death of the acting mayor, Colonel Roland Rakotoson, the management of the commune has been handled by the second deputy mayor, whose powers were limited to current affairs. “The authority acting in the interim was limited to managing current affairs and did not have the status of an authorizing officer. As such, they were not empowered to commit or order expenditures, particularly the payment of salaries,” she explained.
This appointment is particularly awaited by the employees of the Urban Commune of Antsirabe, who began a strike on Wednesday. The agents closed the municipal offices to demand the payment of their salaries and denounce the accumulated delays. The Union of Employees of the Urban Commune of Antsirabe (Secua) indicates that some agents are owed up to 17 months of salary arrears. According to the union, employees already had 14 months of unpaid wages before the mayor’s resignation on May 11. Salaries for May, June, and July have since been added to these arrears.
The union recalls that the appointment of a PDS had been expected since that resignation to unlock the administrative and financial situation of the commune. The union specifies that this strike is a continuation of several mobilizations organized in recent months to demand salary payments, greater transparency in the management of the commune, and improved governance.
