Call for expertise and proposals. The Government intends to develop a new National Public Investment Policy (PNIP) with the support of national experts. It invites all those with knowledge, experience, and ideas on the subject to participate in the process. For the authorities, this approach aims to put an end to unclear investment orientations, administrative burdens, governance difficulties, and low funding absorption capacity.
The future PNIP must define a long-term vision of at least ten years and better orient investments toward productive projects that have a concrete impact on development and the population. The objective is also to ensure greater continuity in investment policies despite political changes.
By calling on national expertise, the Government intends to ensure that the future national policy is aligned with the country’s priorities. In its call for expressions of interest, the government regrets that “the country’s priorities sometimes seem to fade in the face of the various strategies of technical and financial partners.” The idea is also to ensure that training is in line with the needs of the labor market.
The call for expressions of interest is open until October 9. It is aimed at experts, researchers, public and private actors, civil society organizations, technical and financial partners, consultants, and any citizen with skills or proposals in the field. Proposals will be reviewed before a series of technical consultations scheduled from October 19 to December 18, 2026.
As part of this process, the Prime Minister’s Office has signed a collaboration agreement with the University of Antananarivo, the National School of Administration of Madagascar (ENAM), and the Malagasy Institute of Planning Techniques (IMATEP). The partnership also covers the evaluation of public policies, programs, and projects, as well as the establishment of a national knowledge management platform.
