The French Ministry of Foreign Affairs confirmed on Tuesday that it has initiated disciplinary proceedings against the French Ambassador to the Central African Republic. According to the newspaper Le Canard enchaîné, the ambassador is accused of bringing young women into his residence and engaging in sexual relations with some of them.
“At the ministry’s initiative, an administrative investigation was conducted in Bangui in 2026. Upon receiving the mission’s findings, at the minister’s request, the ministry launched disciplinary proceedings against the Ambassador,” the Quai d’Orsay stated to AFP. “This procedure is ongoing,” the ministry added without further details.
In an article to be published on Wednesday, the weekly Le Canard enchaîné claims that Ambassador Bruno Foucher brought about thirty young women into his private apartments at the residence between January 2024 and March 2026, prompting security services to report a security breach. Once alerted, the ministry conducted an on-site inspection in April, which led to the opening of the disciplinary procedure.
According to the newspaper, which claims to have had access to the inspection report, the ambassador received about fifteen visits per month. He allegedly also gave instructions for one of these young women to stay on the premises in his absence.
Questioned twice, the ambassador admitted to having had sexual relations with two young women in total, according to the newspaper, which notes that disciplinary sanctions can range from a simple reprimand to dismissal from the civil service or forced retirement.
The situation is particularly sensitive as the Central African Republic is a country where Russia has a significant presence, notably through the Wagner paramilitary group, which remains established in the country to ensure the security of President Faustin-Archange Touadera. Russia is regularly accused by French authorities and experts of fueling hostility against France in various African countries, particularly through information maneuvers on social media.
Relations between Paris and Bangui, which had deteriorated significantly as Russian influence grew, have been warming up since 2024. In March, French Foreign Minister Jean-Noël Barrot, during a visit to Bangui, welcomed the “complete restoration of relations” between the two countries. It was the first high-level French visit to the Central African Republic since 2018.
