SCOURGE – Over a thousand people prosecuted for suspected corruption

According to the Independent Anti-Corruption Bureau (Bianco), 1,638 people have been under prosecution since the beginning of the year. Among them, 448 have been arrested, 104 remanded in custody, 153 placed under judicial supervision, and 168 released on bail.

Between January and September, the agency recorded 2,662 complaints, with 1,433 deemed eligible for investigation. The 2025 report highlights that decentralized territorial collectivities (CTD) lead the sector rankings for corruption (19.6%), followed by land services (15.8%) and the judiciary (9.6%). The most frequent offenses include abuse of office (513 cases), embezzlement of public funds (252 cases), and forgery (189 cases).

Financially, Bianco’s investigations in 2025 estimated cumulative damages at 325.46 billion ariary. Over 85% of this amount has been subject to protective measures, including the freezing of 59 bank accounts and the seizure of assets. Despite these efforts, citizens continue to report corruption in public administration, particularly regarding ’emergency fees’ for civil status documents and land services.
