COOPERATION – Madagascar and Oman discuss direct fuel supply and new investments

Madagascar is moving towards a state-to-state agreement to secure its fuel supply. During a meeting at the Iavoloha State Palace on Tuesday, the President of the Refoundation, Colonel Michaël Randrianirina, and an Omani delegation led by Abdulsalam bin Al Murshidi, President of the Oman Investment Authority (OIA), discussed the potential for direct fuel procurement. According to a presidential statement, the Head of State expressed readiness to engage in commercial cooperation with the Sultanate in the petroleum sector to ensure a direct supply of immediately usable fuel for Madagascar.

The delegation also included the CEO of the Oman Investment Bank and several OIA officials. Discussions covered cooperation opportunities in renewable energy—specifically solar, wind, and hydroelectric power—as well as the water, mining, tourism, and agriculture sectors.

The Omani side presented its expertise in developing energy and water infrastructure and financing mining projects. The presidency noted that talks also touched upon food security, agricultural development, and strengthening supply chains.

This meeting comes as Malagasy authorities intensify efforts to diversify hydrocarbon supply sources. In June, the President visited Nigeria to explore cooperation in this field, and the government is also in discussions with Russia regarding a hydrocarbon storage project in Madagascar.

Oman is already a key player in the country’s oil supply, providing petroleum products through OQ Trading under contracts with the Groupement Pétrolier de Madagascar (GPM), with the latest agreement running until November 2026. The meeting also takes place against the backdrop of evolving legal frameworks in the downstream petroleum sector, which now allows for state-authorized entities to handle imports and enables state-to-state agreements for hydrocarbon supply.
