With 70,000 ariary per family with one child, plus 10,000 ariary for each additional child, 3,000 vulnerable households across four communes in Vohipeno have been receiving financial support every two months since 2024 under the “Vatsin’Ankohonana” human development cash transfer program. The initiative, scheduled to run until 2027, is deployed across 26 Fokontany in the communes of Vohindava, Tananabo, Ifatsy, and Lanivoa.
The aid is designed to assist families with essential expenses, particularly food, while promoting children’s access to education. Implemented by the Development Intervention Fund (FID) with support from the World Bank and UNICEF, Vatsin’Ankohonana is part of the national social protection framework for the most vulnerable households.
The payments are linked to commitments from beneficiary households, with school enrollment being a primary condition. Beyond providing regular support, the program aims to contribute to human capital development. For the Vohipeno deployment, the program targets children from birth to age 12, with mandatory school attendance starting at age six.
The program operates in a context where households remain exposed to various socio-economic and climatic risks. Through these cash transfers, the goal is to strengthen their capacity to meet essential needs and mitigate the impact of shocks on living conditions.
This mechanism is part of the social safety net and resilience programs implemented in Madagascar under the coordination of the Ministry of Population and Solidarity. These programs combine cash transfers with other measures, particularly in financial and productive inclusion.
According to FID data, 1.9 million families have benefited from social safety net programs in Madagascar since 2016. More than 8,000 village savings and credit associations have also been established, bringing together some 177,600 members, including 148,600 women. Furthermore, nearly 299,000 beneficiaries have developed income-generating activities.
