ELECTRICITY – Rolling blackouts affect several cities

The electrical grid is going through a new period of turbulence. Several major cities are suffering from successive power cuts.

Rolling blackouts of 45 minutes are to be expected on the Antananarivo Interconnected Grid (RIA) until Saturday, July 4, 2026. Jirama explains these disruptions by essential maintenance work being carried out on the DG2 generator at the Mandroseza Afripower power plant, which is temporarily reducing overall production. This work could last until Saturday.

Earlier this week, a series of technical incidents heavily disrupted the RIA. Jirama reports that a breakdown at the Mandroseza Afripower plant, combined with damage to the combustion turbine (TAC 1) and a drop in solar production due to cloud cover, made electrical voltage particularly unstable. These combined factors have caused power cuts in several sectors of the RIA in recent days, according to Jirama.

Electricity supply in the city center of Toamasina is also experiencing disruptions. “Due to a technical incident on Enelec generators and production plants, our current capacity does not allow us to cover all electricity needs. In order to preserve grid balance, we are forced to implement rolling blackouts,” Jirama informed its subscribers in Toamasina.

Insufficient production

These rolling blackouts last for two hours per district in the port city. “The officials and technicians are seeking solutions and will do everything possible to restore local electricity supply,” Jirama emphasizes.

In Antsiranana, electricity supply problems persist. “The production available for distribution in Antsiranana is once again insufficient, which explains the persistence of rolling blackouts in the locality. The partner Enelec has not honored its commitments. While it had promised, via a letter of commitment, to produce 4.2 MW, only 3 MW could be obtained from them yesterday. This morning, their production dropped to only 1.6 MW and remained stuck at that level this evening,” according to a statement published on the Jirama Antsiranana page on Tuesday evening.

Enelec explains the disruptions that have occurred in recent weeks in Antsiranana by the ongoing heavy maintenance operations being carried out by Chelsea Énergie, the plant operator, on several production units. “These interventions, essential for the proper functioning of the installations, are part of an intensive upgrading program made necessary by the postponement of certain maintenance operations over previous years, in a context marked by significant accumulated payment delays,” Enelec highlights in a statement published on Tuesday.

The Ministry of Energy and Hydrocarbons mentions a gradual improvement in electricity supply in the north of the island. It announces the arrival of the first trucks transporting the next series of new generators. This first convoy delivered two generators with a power of 500 kW each. Other trucks will follow. “The goal is to rapidly strengthen the production capacity of the Jirama power plant in Amporaha,” the department indicates.
