Madagascar is taking preventive measures against Ebola. In an inter-ministerial note published on August 19, the Great Island announced a temporary ban on the entry of non-resident foreigners who have stayed or transited within the last 21 days in countries affected by Ebola. Malagasy citizens, foreign residents, diplomats, and expatriate workers from international organizations and NGOs may enter Madagascar after visiting these countries, but they must undergo a mandatory 21-day quarantine. Furthermore, for those currently in Madagascar, all travel to Ebola-affected countries is temporarily suspended.
According to an authorized source at the Ministry of Public Health, only the Democratic Republic of Congo (DRC) is currently affected by these measures. The inter-ministerial note states that the list of countries will evolve based on the epidemiological situation. The World Health Organization (WHO) situation report No. 14, dated August 16, indicates that only the DRC has reported new confirmed cases between July 27 and August 16.
Additionally, every person entering Madagascar, regardless of their origin, must complete a health declaration form to report any stay or transit in an Ebola-affected country over the past 21 days. Travelers are also subject to document checks, temperature screenings, and health risk assessments. Clinical evaluations may be conducted if necessary, and individuals showing suspicious symptoms will be immediately referred to competent services.
Madagascar also requires airlines and shipping companies to submit complete passenger and crew lists to the Border Police and health control authorities before landing or docking. These companies must inform travelers of the current measures and distribute health declaration forms, which are being transitioned to a digital system.
Those subject to the 21-day quarantine must cover their own costs for accommodation, meals, and transfers to the designated site. An official certificate is issued at the beginning and end of the quarantine period by health authorities, such as the Public Health Emergency Operations Center (COUSP) or regional and district health directorates.
