The National Youth Consultation has entered its final phase. Hundreds of young people from across the Great Island have gathered for four days at the Ivato International Conference Center (CCI) to formulate their expectations and proposals for the country’s refoundation.
The CCI Ivato has transformed into a major youth forum. Amidst applause, intense debates, and speeches, representatives from all 24 regions are making their concerns and aspirations heard.
Held under the theme ‘Giving a voice to the youth for the refoundation of Madagascar,’ the consultation is divided into two parts: three days of thematic workshops, which began yesterday and will continue until tomorrow, followed by a day dedicated to the presentation and adoption of final recommendations. These will be submitted to the highest authorities on August 1st. With a predominantly young population, Madagascar possesses a significant pool of ideas and energy. According to Maître Hanitra Razafimanantsoa, Minister of State in charge of Refoundation, this consultation must serve as ‘a space for listening, dialogue, and expression.’ ‘There can be no sustainable and effective refoundation without the youth,’ she stated.
The debates were intense from the start. Politically, students from the universities of Toliara and Fianarantsoa advocated for a federal state model, arguing that ‘centralization concentrates decisions too excessively in Antananarivo.’
Others demanded a deep reform of institutions. Representatives of Gen Z Madagasikara Ofisialy recalled that last April’s demonstrations reflected this demand for change. ‘There can be no reform of a dead system. We demand the dissolution of the National Assembly,’ they claimed.
In a pre-recorded video address, Alain Rasambany, Minister of Youth and Sports, clarified the stakes: ‘This consultation lays the foundations for major orientations, develops strategies, and defines an implementation schedule. The conclusions will be submitted to the President of the Refoundation, the Prime Minister, the FFKM, and the international community.’
The discussion agenda includes: the organization of elections, institutional reform, governance, economic recovery, culture, and environmental protection—all areas where the youth now intend to exert influence.
